To the point means: to the point, focused on the main issue, without irrelevant details. When a text or argument is to the point, it is concise and to the point.
Such concise wording is usually more effective than verbose and woolly language. Of course, for the desired effect, focus and message length are not the only criteria for the degree of persuasion.
